Update for FPS_Prototype

Changes:

- Buffed shotgun damage by 75%

- Make sniper and shotgun manual action

Additions:

- Added "Manual Action" parameter to weapon system, meaning an animation has to take place in between shots (pulling a bolt, pumping a shotgun, etc.)

- Forgot to mention in last update, enemies all have health bars. Considering only making enemies that you look at show health bar.

- Added model for the "Sparrow" sniper rifle. It is used for the shotgun, charge rifle, and sniper rifle

Bugfixes:

- Animation state lock when transitioning between shooting and ADS is fixed

Known Bugs:

- Sparrow (sniper) model with optic doesn't render inside of scope

- Torrent (SMG) model bolt pushes forward when using gadgets

- Swapping weapons while ADS causes jumps in FOV
